BEIJING, CHINA - APEC CONFERENCE ON CERTIFICATE OF ORIGIN

Amran Sameon from the Ministry of International Trade and Industry (MITI) of Malaysia has given a power-point presentation to the APEC Workshop held in Beijing, China, from 10 of July to 12 of July 2012, concerning the Electronic Commerce on implementation for Cross Border Electronic Certificate of Origin based on Malaysia's Experiences and Initiative. Other APEC member of Economies attended the Workshop were Malaysia, Indonesia, Thailand, the Philippines, Viet Nam, Peru, Chile, Mexico, China, and Chinese Taipei.

The Workshop was organised by APEC E-Commerce Business Alliance China International Electronic Commerce Centre with collaboration of Ministry of Commerce, China. The Workshop attended by the APEC Member of Economies, namely the People Republic of China (PRC), Chile, Peru, Malaysia, Viet Nam, Thailand, the Philippines, Republic of South Korea, Indonesia, Chinese Taipei and Mexico.

2.      Malaysia is one of the co-sponsor without financial implication apart from Chinese Taipei, Peru, Chile, the Philippines for this workshop and was endorsed by the APEC E-Commerce Steering Group (ECSG) Meeting. Malaysia was represented by Amran Sameon (Director of the Trade Facilitation and Technology Section, Investment and Trade Facilitation Division), Mr Irwan Arma Idris (Senior Assistant Director – FTA Policy and Negotiation Coordination Division) and Mr Ariffatri Mohammad (Senior Assistant Director, Trade Cooperation Division).

The objective of the workshop was mainly to give an overview and shared experiences among participated APEC economies including Malaysia on the ECO implementation, as well as, by China, Chinese Taipei (Taiwan), Peru, Mexico, Republic of South Korea, Vietnam, Thailand, the Philippines and also by the Multi National Companies (MNC) from China, and the representative of the Beijing Guo Fu An Security Electronic Commerce China Co. Ltd (GFACA).

i.             11 Presentations were presented on the efforts and their experiences on the current ECO Implementation in participated APEC economies:

a)          Presentation 1 on China’s Administration of Rules of Origin; Outlook of ECO Application in China by Mr. Zheng Cunqiang, Section Chief of Office of Origin General Administration of Customs of China;

b)          Presentation 2 on ECO Exchange Between Chinese Taipei and Korea - Experience Sharing and Value Proposition by Ms. Alicia Say, Manager of Corporate Planning and Business Development Department, Trade-van Information Services Co., Chinese Taipei, Taiwan;

c)           Presentation 3 on ECO in Peru by Mr Michael Manuel Perez  Caceres, System Engineer, The Rules of Origin Unit, Ministry of Foreign Trade and Tourism, Peru;

d)          Presentation 4 on APEC Cross Border Electronic Certificate of Origin Exchange, Malaysia’s Initiative and Experience by Amran Sameon, Director of Trade Facilitation and Technology Section, Ministry of International Trade and Industry, Malaysia;

e)          Presentation 5 on Electronic Certificate of Origin – Mexico Experience by Ms. Angelica Nava Nogueron, Ministry of Economy, Mexico;

f)            Presentation 6 on Application of PKI Technology in Electronization of International Trade by Mr. Yang Pengwu, Assistant Manager of Solution Centre, GFACA, China;

g)          Presentation 7 on The Legal Aspect of the ECO implementation in China by Mr. Ning Pei, Legal Affairs Department, China Council for the Promotion of International Trade (CCPIT);

h)          Presentation 8 on Lessons learned from the experience of ECO in Korea and the way forward by Mr. Sung Heung Ha, from International Department of KTNET, Republic of Korea;

i)             Presentation 9 on Vietnam Electronic Certificate of Origin Issuance and Verification System by Mr. Le Duc Anh, Deputy Chief of Division, Online Public Service Division, Vietnam E-Commerce and Information Technology Agency, Ministry of Industry and Trade, Viet Nam;

j)             Presentation 10 on National Single Window & Cross Border ECO Exchange by Mr. Chanchai Chaichalermsak, Director of Information Technology Division, Department of Foreign Trade, Ministry of Commerce, Thailand;

Presentation 11 on Implementation of Electronic Certificate of Origin (ECO) in the Philippines by Ms. Agnes Perpetua R Legaspi, Officer-In-Charge, Officer of the Assistant Director, Trade and Information Assistance Group (TIAG), Bureau of Export Trade Promotion (BETP), Department of Trade and Industry (DTI), The Philippines.

APEC ELECTRONIC COMMERCE STEERING GROUP MEETING, MOSCOW, RUSSIA.

Just recently Amran Sameon of MITI was leading the Malaysian Delegation to the APEC Electronic Commerce Steering Group (ECSG) Meeting in Moscow, Russia Federation.
